Research on Inclusive Finance Policies for Technological Innovation of Agricultural Enterprises——Based on Empirical Evidence from Jiangsu Province

Abstract
Effectively enhancing technological innovation of agricultural enterprises is a key support for achieving the strategy of building a strong agricultural nation which requires systematic policy support. This article focuses on the promoting effect of inclusive financial policies on technological innovation of agricultural enterprises. Based on the policy mix theory and the dynamic configuration perspective it explores which combination of policy tools can efficiently drive the technological innovation performance of agricultural enterprises. Based on this the study takes the practice of inclusive financial policies in Jiangsu Province from 2017 to 2024 as a sample and uses the fsQCA(fuzzy set qualitative comparative analysis) method to systematically examine the multiple policy configurations that drive high performance of technological innovation of agricultural enterprises. The research findings are as follows:(1) The policy configurations that drive high performance of technological innovation of agricultural enterprises have significant regional adaptation characteristics. In regions with different agricultural resource endowments and digitalization foundations policy tools respectively present different combination models centered on resource-driven credit empowerment or risk-sharing.(2) Effective policy combinations evolve from basic support to precision and differentiation as digital finance deepens.(3) The effectiveness of policy tools lies in the degree of matching with regional industrial characteristics innovation demands and the stage of digitalization. The research conclusions provide empirical evidence and inspiration for promoting technological innovation of agricultural enterprises and for the government to design differentiated and precise policy tools.
