Current EU's Artificial Intelligence Governance and China's Response

Abstract
Against the backdrop of the artificial intelligence (AI) revolution profoundly reshaping traditional relations of production and modes of organizing production, the European Union's AI governance is exhibiting new dynamics, whereby the EU seeks to build competitiveness in the field of artificial intelligence by championing European independence, streamlining regulations, and prioritizing competitiveness. However, given the reactive nature of this shift, its effectiveness will be structurally constrained on multiple levels. In response, China should construct a response framework integrating the three dimensions of "domestic, foreign-related, and international" spheres, strengthening AI industrial resilience through the dual tracks of institutional strategic focus and adaptive governance, improving the comprehensive overseas service system, and enhancing the international leadership of China's AI governance paradigm through the endogenous construction of an independent Chinese AI knowledge system, thereby both sustainably enhancing China's competitive advantage and initiative vis-à-vis the European Union (EU) and creating opportunities for China-EU coordination and cooperation in AI governance.
