Abstract:
The modernization of the rule of law with Chinese characteristics is the concentrated embodiment of the path of socialist rule of law with Chinese characteristics, featuring distinct theoretical characteristics and practical features. At the level of theoretical exposition, the modernization of China’s rule of law presents an integrated form interweaving universality and particularity. Specifically, this form manifests as the dialectical unity of the principles of the rule of law and China’s national conditions, the organic integration of historical inheritance and contemporary innovation, and the positive interaction between independent construction and a global perspective. At the level of practical development, the modernization of the rule of law with Chinese characteristics combines universal principles with a unique mission. This organic structure is manifested in the absolute core of the Party’s leadership, the democratic essence of "the people being masters of the country," and a dual-embedded structural system of "ideology-institutional" integration. To achieve the grand goal of Chinese-style modernization of the rule of law, dual efforts must be made in both human and material elements. This requires upholding the Party’s leadership as the core guiding principle, adhering to the people-centered historical perspective as the fundamental source of strength, promoting China’s excellent traditional culture as the wellspring of supply, establishing non-litigation mechanisms with Chinese characteristics as the implementation pathway, and advancing the development of artificial intelligence technology as the enabling condition. Through these measures, the scientific and sound development of Chinese-style modernization of the rule of law will be realized.
