青年生育的“风险账”:损失厌恶如何抑制生育意愿基于中国家庭追踪调查数据的实证分析

The "Risk Account" of Youth Fertility: How Loss Aversion Suppresses Fertility Intentions—Evidence from China Family Panel Studies Data

  • 摘要: 基于中国家庭追踪调查数据,将损失厌恶分解为认知层面的损失放大与行为层面的损失回避两个维度,采用概率单位和中介效应模型研究其对青年生育意愿的影响。结果表明:损失放大显著降低青年生育意愿,损失回避的独立效应不稳健,即青年面对生育更倾向于“灾难化”想象潜在损失而非一般性的行为保守;损失放大通过主观社会地位感知与未来信心程度的链式中介作用抑制生育意愿,且主观社会地位感知的效应完全通过未来信心程度传递,即青年的生育决策本质上是一种对未来的风险评估,他们不是基于当下的处境来决定,而是看预期中未来生活是否会因为生育而变差;从风险结构看,青年对贫富差距和就业问题最为敏感,其次是住房、教育和托育问题,青年视生育为可能引致阶层滑落和生活不稳定的高风险行为;异质性分析显示,损失放大对男性和30岁以下青年的抑制作用更显著,而女性更易受损失回避影响。因此,单纯的经济激励很难触动青年为了规避损失和求稳而选择不生的决策逻辑,生育支持政策应实现从单一经济激励转向经济激励与风险规避并重的范式进阶,在发挥经济激励生育降低即时成本的同时,更应在此之上叠加以消除顾虑和稳定预期为核心的制度安排,以有效修复青年对未来的信心,提升其生育意愿。

     

    Abstract: This study uses data from the China Family Panel Studies to decompose loss aversion into two dimensions: Cognitive loss amplification and behavioral loss avoidance. Employing Probit models and mediation analysis, it examines their effects on young people's fertility intentions. The results show that loss amplification significantly reduces fertility intentions, while the independent effect of loss avoidance is not robust. This suggests that young individuals tend to "catastrophize" potential losses associated with childbearing rather than simply exhibit general behavioral conservatism. Further analysis indicates that loss amplification suppresses fertility intentions through a chain mediation mechanism involving subjective social status and future confidence. Notably, the effect of subjective social status is fully transmitted through future confidence, implying that fertility decisions are essentially forward-looking risk assessments. Rather than being based on current conditions, young people make fertility decisions according to whether they expect their future living standards to deteriorate due to childbearing. From the perspective of risk structure, young individuals are most sensitive to income inequality and employment pressures, followed by housing, education, and childcare concerns. Fertility is thus perceived as a high-risk behavior that may lead to downward mobility and life instability. Heterogeneity analysis shows that the inhibitory effect of loss amplification is more pronounced among men and individuals under the age of 30, while women are more influenced by loss avoidance. These findings suggest that purely economic incentives are insufficient to alter young people's tendency to avoid fertility as a strategy for minimizing risk and maintaining stability. Fertility-support policies should therefore move beyond a singular focus on financial incentives toward a combined approach that integrates economic support with risk-reduction mechanisms. In addition to lowering immedia, institutional arrangements should prioritize alleviating concerns and stabilizing expectations, thereby restoring confidence in the future and enhancing fertility intentions.
