财政支持科技创新对数字产业国际竞争的影响基于激励效应与引导效应的探索

The Impact of Fiscal Support for Technological Innovation on the International Competitiveness of the Digital Industry: An Exploration Based on Incentive and Guiding Effects

  • 摘要: 数字产业高质量“走出去”,对中国当前在更高水平开放型经济新体制下构筑国家竞争新优势具有关键性意义。然而,财政支持科技创新对地区数字产业国际竞争的影响却未被充分探索。该文以软件与信息技术服务产业为观测,采用面板双向固定效应模型考察了财政支持科技创新驱动其出口绩效的影响状况,进而构建层次递进模型及交互项模型分别探寻了其激励效应和引导效应。研究发现,财政支持科技创新显著提升了地区数字产业国际竞争的绩效。机制探索发现,当前普遍性的财政支持科技创新显著激励了其“出海”创新行为,产生积极的激励效应,但在其引导干预后未能呈现出明显的效果。采用自助法(Bootstrap)技术纠偏、动态观测、引入工具变量和安慰剂等办法进行检验,确认结论具有稳健性。据此,中国应避免“遥控型”创新支持,积极营造有利于“走出去”的开放型创新生态,以“外需”驱动、夯实数字产业内企业自主创新根基,从而构建起可持续的国际竞争优势。

     

    Abstract: The high-quality "going global" of digital industries is of strategic significance for China to build new competitive advantages under the new system of a higher-level open economy. However, the impact of technology innovation activities driven by financial support on the international competition of regional digital industries has not been fully explored. This article took the software and information technology service industry as an observation and used a panel two-way fixed effects model to explore the situation of financial support for innovation driven the export of digital services enterprises. Then, a hierarchical progression model and an interaction term models were constructed to explore their incentive effects and guiding effects, respectively. It found that financial support for innovation significantly enhanced the performance of the regional digital industry international competition, and revealed that current generalized fiscal support for scientific and technological innovation had significantly incentivized its "overseas expansion" innovation behavior, generating positive stimulative effects; however, after its guiding intervention, no notable effect emerged. It confirmed the robustness of the conclusion via correction and verification by ways of Bootstrap bias correction, dynamic observation, introduction of instrumental variables, and placebo. While, the local government in China should reduce "remote-control" style innovation support to build international competitive advantages in the digital industry, and actively foster an open innovation ecosystem that facilitates "going global," thereby strengthening the foundation for independent innovation among enterprises in the digital sector through foreign demand.
