Abstract:
The integration of the low-altitude economy into the ice and snow economy represents an important practice in which new quality productive forces empower distinctive industries, promote the transformation of ecological value, and advance regional industrial upgrading. Its internal logic lies in spatial expansion, which opens up the three-dimensional development boundary of ice and snow resources; data empowerment, which enhances resource identification, operational scheduling, and safety assurance; and business-model reshaping, which deepens the integration of low-altitude technologies, cultural tourism consumption, and the ice and snow industrial chain. At present, the low-altitude economy's empowerment of the ice and snow economy still faces practical constraints, including lagging adaptation of airspace institutions, weak data transformation chains, and the absence of value co-creation mechanisms, which restrict the release of spatial value, the improvement of precision governance, and the formation of integrated business models. In the future, it is necessary to improve low-altitude management policies, strengthen the digital technology foundation, and innovate integrated operation models, so as to shift the low-altitude economy from single-point application to systematic empowerment and inject new momentum into the sustained transformation of "ice and snow" into "mountains of gold and silver".
